FMCSA's Motus Transition β€” What Carriers Need to Know

FMCSA is replacing its legacy registration systems with a new platform. Here's what's actually changing.

Quick clarification, since the name overlaps with ours: "Motus" here refers to FMCSA's own new government registration system β€” a completely separate platform we are not affiliated with, do not operate, and cannot create accounts on your behalf for. We're Motus DOT Compliance, a private company that happens to share the name. We know that's a confusing coincidence, so we're being upfront about it before anything else on this page.

FMCSA is replacing its legacy registration systems β€” including the tools used for USDOT number applications, operating authority, and biennial updates β€” with a new platform called Motus. Phase I opened to supporting companies (process agents, insurance filers, and service providers) in December 2025, and Motus became available to all regulated carriers starting May 2026. It's live now β€” this is a current transition, not a future one, and FMCSA has acknowledged rollout issues affecting carriers trying to get set up.

The new system adds identity verification requirements, in partnership with a third-party identity verification provider, aimed at reducing fraudulent registrations in the industry β€” things like falsified operating authority or "ghost carrier" filings. For carriers with accurate, up-to-date records, this transition is a system change, not a compliance risk in itself.

What we can't do for you: FMCSA requires identity verification and account creation in Motus to be completed directly by the carrier or an authorized Company Official β€” no third party, including us, can complete those specific steps on your behalf. What we do is prepare everything in advance, identify anything in your record that needs fixing first, and walk you through the required steps so they go smoothly when you do them yourself.

Why FMCSA is making this change

Motus consolidates FMCSA's registration components β€” previously split across older systems including the Unified Registration System (URS) and the Licensing & Insurance system β€” into one platform. Alongside consolidation, FMCSA has partnered with an identity verification provider to confirm registrant identities during registration, a step intended to reduce fraudulent filings in the industry.

For a carrier with an accurate, current record, this is a system and process change to get familiar with β€” not a sign of new risk. The carriers who run into friction during a transition like this are typically the ones whose records already had outdated information, an unclear Company Official designation, or a mismatch somewhere that would eventually need correcting anyway.

What to check before you begin

Common problems carriers are running into

Since Motus went live, a handful of specific issues have come up repeatedly for carriers trying to get set up. Knowing these ahead of time is the single biggest thing that separates a smooth transition from a frustrating one.

1. Identity verification doesn't go through

Motus requires identity verification through Login.gov and a third-party identity provider before you can access the system, which involves photographing yourself and a government-issued ID on a camera-enabled device. If remote verification fails and can't be resolved online, FMCSA directs carriers to contact them directly, and in some cases to an in-person Identity Verification Enrollment Center. This step has to be completed before anything else β€” you can't move forward with your account until it clears.

2. Your existing USDOT number won't "claim" or link

After identity verification, you have to link your Motus account to your existing USDOT number. This step fails most often because the email you're logging in with doesn't match what FMCSA has on file for your company. Until this is resolved, you can't file an MCS-150 or make any other registration change β€” so it's worth sorting out before a deadline is bearing down on you, not during one.

3. The Login.gov email doesn't match your Company Official

This is usually the actual cause behind problem #2. Motus requires you to log in with the specific email tied to your company's Company Official on file with FMCSA. If that person has left the company, or if your business has used different emails over the years, the system won't recognize you β€” even though you're legitimately authorized. Confirming exactly which email is on file before you attempt to claim your account can save a real headache.

4. Accidentally creating a duplicate USDOT number

This is the costliest mistake, and it usually starts with problem #2 or #3. When a carrier can't get their existing number to link, some register again instead β€” creating a second USDOT number they never needed, tied to a record with none of their operating history. If you're having trouble claiming a number you already have, don't start a new registration. Contact FMCSA directly so they can connect your account to your correct, existing record. A new registration doesn't fix a claiming problem β€” it creates a second one.

What actually requires you, personally

Identity verification and account creation in Motus must be completed by the carrier or authorized Company Official directly β€” this isn't something any compliance service, including us, can do on your behalf, and it's worth being skeptical of anyone who claims otherwise. What a readiness review does is make sure that when you sit down to complete those required steps, there's nothing in your record working against you.

Frequently Asked Questions

Is Motus DOT Compliance affiliated with FMCSA's Motus system? +

No. FMCSA's Motus is a government registration platform. We are Motus DOT Compliance, a private, independent compliance company. The name overlap is a coincidence β€” we are not affiliated with, endorsed by, or operated by FMCSA or any government agency.

Can you create my Motus account or complete identity verification for me? +

No. FMCSA requires the carrier or authorized Company Official to complete identity verification and account creation directly β€” no third party can do this step on your behalf. We prepare your record in advance and guide you through it, but you complete that specific step yourself.

Do I need to do anything if my DOT record is already accurate? +

You'll still need to complete the required identity verification and account setup steps as FMCSA rolls out Motus to your registrant category, but a clean, accurate record means fewer complications when you do.

What happens if I don't transition to Motus? +

FMCSA is sunsetting its legacy registration systems in phases, meaning carriers will eventually need to use Motus for registration actions like biennial updates and operating authority changes. Details on enforcement timing are still rolling out β€” we recommend confirming your specific requirements directly with FMCSA as your registrant category's phase approaches.

Is this urgent, or can it wait? +

The rollout is happening in phases through 2026, so timing depends on your registrant category. It's worth addressing sooner rather than later if your record has known issues, simply because fixing those is easier before you're also navigating new account verification for the first time.

Motus won't recognize my existing USDOT number β€” what do I do? +

This usually happens because the email you're logging in with doesn't match your Company Official's email on file with FMCSA. Don't register for a new USDOT number to work around it β€” that creates a second, unnecessary number. Contact FMCSA directly so they can link your account to your correct existing record.

I think I accidentally created a duplicate USDOT number in Motus. Can this be fixed? +

Yes, it can be fixed, but it's a real cleanup process, and it's easier the sooner it's addressed. Contact FMCSA directly to have your account connected to your original, correct record rather than the duplicate.
